South Korean politics are complicated and it's hard for a non-Korean to understand all of what's actually going on there. A lot of the news covering this was more sensationalist, talking about shamanistic practices and fortune-telling (shades of Nancy Reagan). Ask a Korean has a pretty good, comprehensive explanation, though it's clear the writer has some biases so it should also be taken with a grain of salt. I know from my time living there that South Koreans kind of expect their government to be corrupt to a degree that would make Don look naive.
