The answer to the question in the thread title appears to be yes; it's simply a matter of whether he decides to do so.
To me, such an action would appear thoroughly corrupt (and borderline incriminating), since obviously the primary reason for blocking the testimony would be a fear that Comey might say something damaging.
The only thing more transparent would be if Trump tried to get rid of Mueller.
