If you have to go out of your way to concoct lengthy explanations of how great your pun is because it was "misinterpreted and misconstrued," then you didn't actually make a "pun."
You made a mistake.
Puns require a proper set-up. They require a clear context from which to understand the pun. There's nothing in his entire prayer that sets up or provides context for the "pun."
He should probably avoid trying to be funny or clever in the future because he doesn't seem to be good at it. Just go back to the nameless obscurity he enjoyed before all of this, and stick to his congressional position and being a preacher. No puns needed for that, given that both Congress and organized religion are already basically big jokes.

The "pun" wouldn't have bothered me at all, but that may not be true for everyone who was there; not all members of other religions and denominations are okay with "punning" during prayers. Sure, but then again, I'd probably argue that having congressional prayers in the first place is a stupid thing to do.

The fact that Congress rarely ever gets anything done and refuse to get along, work together, or ever be civil to each other anymore is prima facie evidence that Congressional prayers don't work anyway.
