The idea of a world without borders is quite common, these days. And I think it far to say that--as an ideal--is a cornerstone of the liberal/progressive ideology, when it comes to IR. And once upon a time, the EU was being held up as an example in this regard. Yet, pressure tends to reveal the reality behind the dreams. The latest example: www.cnbc.com/2021/03/04/italy-blocks-shipments-of-astrazeneca-covid-vaccine.htmlA British company wants to ship product from it's Italian plant to Australia, but it can't because obviously EU lives--Italian ones, in this case--are more important than Australian ones. Though one has to wonder if Itlay and the EU would do the same thing if the shipment was headed to a less developed country.
