I'm not sure what the end game here is supposed to be. Because frankly, New York, San Fran, and other cities aren't special, in any way, shape, or form. The "existential threat" of climate change would necessarily impact everyone, right? So...the end game is to put all of these companies out of business, it would seem.
And de Blasio is an ignorant tool, imo. He's getting hammered--ala AlGore--for riding around in SUVs and taking helicopters for short trips, but he's also revisiting the "climate change is responsible for every natural disaster" stuff:

If there was any deniers in New York City before Sandy, I don't think there were any deniers after Sandy because it was abundantly clear what climate change was doing to this city – one of the great coastal cities of the world.
By the way we also feel a tremendous deep solidarity with the people of Puerto Rico and to see the devastation of Hurricane Maria in a place that is almost like the sixth borough to us, we feel that very, very deeply.
