Police departments are so busy busting people for ingesting the wrong herb that they don't have time or resources to pursue real criminals. All that work of DNA matching and stuff is much harder than sniffing the air and knocking down doors.
Besides, I don't think asset forfeiture applies to rapists, so why should they bother if there's no cashflow? The system is structured for exactly these kind of results. Look at policing as a coercive enterprise for accumulating wealth (like gangs or the mob) instead of a service-oriented business, and it's easy to see why this happens.
Once again, as rob is prone to point out, incentives matter.
