Sure, I guess that's a possibility. But three things in that regard:
1) Dumps like this one make every country look bad, at least to anyone with a clue, because if the CIA has these tools, so does Mossad, MI6, etc.
2) IF this was done by the Russians, then EVERYONE at the CIA needs to pack up their shit and get the fuck out. The CIA is not the DNC. If it can be hacked to this degree, it needs to be scrapped and rebuilt from scratch.
3) Any competent intelligence service who had access to the actual tools, the actual code, for all of this (which appears to be the case) wouldn't say boo about it; they'd start using it themselves and/or look for ways to exploit others who are using these tools.
