What's going on here is that Turkey wants to stage some rallys in countries like The Netherlands and Germany, where it has citizens living (many have dual citizenship), in order to garner support for an upcoming referendum, a referendum that would--according to its critics--greatly expand Erdogan's power. So there's some irony in all of this, to be sure.
Anyway, Erdogan isn't backing down from his initial remarks:
Beyond the Nazi stuff, I think there is also a legitimate issue here about governments using diplomatic resources to campaign in other countries. Really, why should The Netherlands be hosting "official" rallies for the Turkish government that are actually political rallies?
