Look at this piece: Seven percent of U.S. counties have seen more per-population coronavirus deaths than Manhattan
That's really the title of the piece. From it:
It seems to me that for months, the US has been the same sort of benchmark, i.e. US has most Covid deaths, US doing the worst of any developed country, etc., even though a number of other countries have always been worse than the US, controlling for population.
I bet a search of this guy's--Philip Bump--would yield some examples of him criticizing the US response, as compared to other countries, without any mention of the countries worse off than the US. Any takers?

For months, New York City has been the benchmark for how bad things could have been with the pandemic. Whenever there’s a discussion of the number of deaths, there’s a comparison to how many people died in the city, as though any number of deaths short of that mark is acceptable.
While the number of deaths there continues to exceed the total anywhere else, it is no longer the case that New York City has seen the most deaths when controlling for population. In fact, 7.1 percent of counties in the United States have now seen more deaths as a function of population than have been seen in Manhattan, the New York City borough which saw the fewest per capita deaths. Two percent of counties have exceeded the overall rate of deaths seen across New York City, with about half of those counties even exceeding the number of deaths per population seen in the Bronx.
